Projects Handled
SILOP Consortium Ltd have undertaken various assignments in Environmental Impact Assessment and Audit, Resettlement Policy and Resettlement Action Plans, Transport and Roads Infrastructure Policy, Transport Infrastructure Projects evaluation/feasibility studies, and Infrastructure Planning and Management Policy. The projects handled to date have been described below:
1. Integrated National Transport Policy for Kenya
SILOP Planners was in 2003/4 involved in formulating the Integrated National Transport Policy covering all modes of transport (Road, Air, Maritime, Railways and Pipeline), which has just been completed. Dr. Kasuku of bSILOP Planners was one of the two Key Consulting members of the Committee.
2. Institutional and Legal Reform for Roads Sector in Kenya
The strength of SILOP Planners in Institutional Studies Consultancy has been strengthened through its Managing Consultant Dr. Kasuku who is one of the two Consultants hired with the assistance of the World Bank to steer the Institutional and Legal Reform Process undertaken by the Kenya Roads Sector, Ministry of Roads and Public Works.
3. International Transport Infrastructure Policy Studies
On the international scene, SILOP Planners are currently a Member of the World Bank Recent Developments in Infrastructure Project being undertaken in over 60 Countries to establish Transport Indicators, and SILOP Planners are the Project undertakers in Kenya.
SILOP Planners are the Kenya Country Consulting Team on the World Bank Michinoeki/Roadside Stations Pilot Studies being undertaken in China and Kenya to develop guidelines for implementing Roadside Stations in Africa.
SILOP Planners also took part in World Bank SSATP Technical Assessment of the World Bank, Non-motorized roads projects in Kenya and Tanzania as a Sub Consultant for Scott Wilson.
4. Road Infrastructure Projects
SILOP Planners are specialized in Roads Projects investment options analysis where the Firm uses the latest state of the art Highway Development and Management Systems Model (HDM4) in undertaking SocioEconomic evaluation of our clients’ roads projects. Among some of the roads projects we have completed include the Socio-Economic evaluation for the proposed upgrading from gravel to bitumen of:
- vi. Tanga – Horohoro Road (65Km) Tanzania
- vii. Emali to Oloitokitok Road (98.9 km),
- viii. Illasit – Rombo – Taveta Road (70 Km),
- ix. Sigalagala – Butere – Sidindi Road (57 Km)
- x. Suna – Kehancha – Ngorengore Road (150 Km).
Recently, SILOP Planners successfully completed the mega Study on Socio-Economic enhancement and provision of Roadside Amenities, Resettlement Action Plans and Resettlement Policy Framework, for Five World Bank sponsored project sections of the Northern Corridor (Kenya, about 370 Km) under a Sub Consultancy arrangement with GIBB Africa. The project pioneered the inclusion of Roadside Amenities (Roadside Stations) in highway design as a strategic way of integrating socio-economic demands of road-neighbouring communities in highway development.
SILOP Planners are also currently handling the Socio-economic study for AFD Roads 2000 project being undertaken in three districts in Central Province (Nyandarua, Muranga and Maragua) under a sub-consultancy from BCEOM and Otieno Odongo & Partners.
5. Cross border Projects
SILOP Planners participated as Transport/Trade and Socio-Economic Consultants in 8 Feasibility studies for One-Stop Border Control Projects in Eastern Africa Region covering Kenya, Tanzania, Uganda and Rwanda. The projects were funded by USAID, and The World Bank through Bearing Point / East and Central Africa Global Competitiveness HUB and the Ministry of Transport, Government of Kenya.
The Projects aim at establishing a common one-stop customs and immigration services between the Eastern Africa countries so as to reduce time delays experienced in cargo clearance across borders. The projects involved assessment of environmental hazards that were to be encountered in the course of construction and operation of the zones as well as proposing mitigation measures.
